Caretaker Government spending to continue through presidential orders

JUBA, October 5, 2026 — The caretaker government says it will rely on provisional orders from President Salva Kiir to authorize government spending after the dissolution of the Transitional Government of National Unity.

The 2026/2027 national budget was still under deliberation by parliamentary committees when President Kiir dissolved the Transitional Government on September 22.

The dissolution also affected the national and state legislative assemblies, leaving the budget process incomplete.

Questions have since been raised over how the government will continue to finance its operations during the caretaker period without an approved budget.

Speaking to Eye Radio this morning, Caretaker Minister of Information, Communication, Telecommunication and Postal Services and Government Spokesperson, Ateny Wek Ateny, said the caretaker government can continue operating through provisional orders issued by the President.

He said the Constitution gives the President the prerogative to issue such orders to allow government spending to continue while the budget is being scrutinized.

“Well, the Caretaker government can operate with the provisional orders from His Excellency the President. You know, the Constitution gives the President the prerogative to issue a provisional order that would allow the spending to continue while the budget is being, you know, scrutinized. The provisional order will work. His Excellency the President is there to issue provisional orders,” Ateny said.

President Kiir dissolved the Transitional Government of National Unity on September 22, ahead of the December 2026 elections, in line with provisions of the Revitalized Agreement on the Resolution of the Conflict in South Sudan.

The dissolution brought the legislative mandate of both the national and state assemblies to an end, while the executive continues operating under the caretaker arrangement.
